VFSA Board Meeting Minutes
December 30, 2025

The Valley Forge Sewer Authority Special meeting was held on Tuesday, December 30, 2025, at 1:00 p.m. In attendance: Board members William LaPorte, Terri Woodman, Richard Stipa and Samuel Cupp. Also in attendance were General Manager Leonard Pinchok, Operations and Engineering Manager Matthew Jackson.

The meeting opened with the Pledge of Allegiance.

There was no public comment.

2026 Draft Revenue and Treatment Plant Budgets
Mr. Pinchok presented the 2026 Draft Revenue and Treatment Plant Budgets for review, discussion, and approval. Mr. Pinchok reported that upon receiving Mr. Busch’s revised rate study results, a recommendation was made to raise the current $99.00 per quarter sewer rental fee to $105.00 per quarter beginning on April 1, 2026. The increase would produce an overall operating surplus of $31,222 in 2026. The sewer rate fee increase will yield a $262,620 surplus in the revenue fund to be used for capital project needs. Mr. Pinchok also highlighted changes to the Revenue Capital budget to include an addition of $4,500.00 to the portable pump project, and upon Act 537 Special Plan approval by PADEP, the total amount due for 2026 Treatment Plant Construction projects. Mr. Stipa made a motion to raise the sewer rental fee to $105.00 beginning on April 1, 2026, seconded by Mr. Cupp, and the board unanimously approved the motion. Ms. Woodman made a motion to approve the 2026 Draft Revenue and Treatment Plant Budgets and Financial Statements as presented, seconded by Mr. Stipa, and the board unanimously approved the motion.

Ms. Woodman made a motion to adjourn the meeting, seconded by Mr. LaPorte and the board unanimously approved the motion. The meeting adjourned at 1:10 pm.
