DESCRIPTIVE SUMMARY: The individual filling this position has the primary responsibility to maintain the Authority's accounting system. This position entails a wide variety of duties, including such diverse activities as basic bookkeeping and overseeing the Accounts Receivable and Account Payable personnel.
EXAMPLES OF SPECIFIC DUTIES:
• Review and submit final payroll to outside payroll company. Maintains payroll records. Prepares and post journal entries.
• Maintains liaison with Trustee and custodial bank officials.
• Performs the majority of bookkeeping tasks, including the reconciliation of bank statements, investment statements, the maintaining of a chart of accounts, and maintaining of the general ledger. Opens and closes the books for each financial cycle.
• Maintains the permanent financial files.
• Analyzes monthly statements and cash flow. Prepares financial reports for General Manager. Analysis also includes day-to-day transactions as well as special projects as needed or assigned.
• Routinely updates all procedures as needed or as required under the law. Analyzes fee schedules and updates as necessary.
• Prepares the annual budget. Prepares projections and calculates line items from information supplied.

• Prepares various cost studies, including the projection of revenues and expenses.
• Prepares various financial reports and cooperates with auditors to prepare annual statements.
• Prepares and recommends sewer rent customers for lien and foreclosures to the General Manager. Works with legal counsel during the lien and foreclosure processes.
• Assists Accounts Payable and Accounts Receivable with problem solving.
• Required to develop and maintain up to date SOPs for department.
• Performs various other related tasks as necessary or as assigned.
• Provide training to Accounts Receivable and Accounts Payable positions.
SUPERVISION RECEIVED: Works under the direction of the General Manager.
SUPERVISION GIVEN: Supervisor to Accounts Receivable and Accounts Payable employees.
GUIDELINES AND DISCRETION: Most tasks are performed independently. Those tasks require a mix of exercising of professional judgment and following established procedures.
MINIMUM ACCEPTABLE EDUCATION AND EXPERIENCE: B.A. Degree in Accounting from an accredited college plus four years’ experience as an accountant.
KNOWLEDGE, ABILITY AND SKILL:
Must have a thorough knowledge of accounting principles.
Must have the ability to maintain accounting for the entire accounting cycle.
Must have the skill to operate office equipment.
Must have knowledge of office practices, procedures and equipment.
Must possess the ability to work independently.
